AWV: IMPULSE PAPER ON THE MODERNIZATION OF FUNDING PRACTICE FOR THE THIRD SECTOR

The Working Group for Economic Management (AWV e.V.) sees itself as a “neutral platform for the development of future-oriented rules and procedures through communication and cooperation between public administration, business and the third sector with the participation of science.” In working groups, representatives from ministries, municipal administrations, associations and individual organizations discuss topics such as the debureaucratization of the third sector.

With its impulse paper (AWV, Impulspapier Zuwendungspraxis, June 2018), the working group aims to influence the future design of public funding law.

Specifically, it deals with issues such as the early start of measures, the prohibition of betterment, the eligibility of non-statutory insurance and generally improving the communication structure between funding providers and recipients.

The impulse paper is intended to promote the discussion about a modern funding law beyond established conflicts of interest and is the result of a discussion process between representatives of the Federal Ministry of Finance, individual state ministries of finance, cultural and charitable organizations and municipal funding institutions.
